visa electron - credit/debit card?

Hi, i only qualify(so i am told by my bank-Abbey) for the "Visa Electron" debit card because i only work part time,so i cant get credit or a loan etc,but the question i want to ask is does this type of card (visa electron) still qualify as being able to reclaim the charges from that have occurred when i have'nt had the correct fund in my account so i then get charged £30+by the Abbey because they have had to decline the payment transaction to whoever tried to withdraw it from my account, and only for this too,they dont let the transaction go ahead or they actually allowed the payments they just charge me because it was attempted. Please can anyone help because last month my wages went in on an unschedualed date (due to my employers mistake) and as a result my direct debits etc (that are, as you know schedualed too be withdrawn for certain dates) all now out of sync and i am getting charged £159.by the Abbey for doing this which has again now made me skint (its like robbin peter to pay paul) i am never going to get on top of things to qualify for crdit in the future.Please can you HELP!!!
