Charge Certificate

I need some advice about a parking ticket my wife received.
On the 3rd Nov 2017 my wife parked in Battersea Park car park. She paid for a ticket using a bank card and the parking machine took the payment from her card but did not give her a ticket or receipt. She waited for 15 mins for a parking officer to come but no one appeared.
She could not wait any longer since I was there with my 2yr old son who was becoming increasingly upset, and she left the car, and took him for a walk in the park. When she came back, there was an enforcement officer who'd already issued the ticket.
On the 5th Nov I duly submitted a Representation for PCN.
On the 13th Dec I received letter 1 from the council saying you couldn't find the transaction and asked for details of the card used and a copy of the bank statement. We supplied both.
On the 24th Jan 2018 I received a letter from the council stating they couldn't find any transactions on the day in question for payment. Rather annoyingly we found that my wife had provided the wrong number so we resubmitted the appeal on 18th Feb with the correct card number.
Since then we're recieved nothing until a 'Charge Certificate' arrived today.
Given we've provide proof of payment and the correct card details and the council have not provided a rejection notice (or not one I've recieved), how do I proceed?

Have you received a letter headed Notice to Owner, if so what was the date?0

Since we specialise in private parking charges here on MSE, you would be better taking this over to our friends on pepipoo.com as they are the council/police parking experts.
