As others have said, this has nothing to do with Siemens or First Utility. If a gas safe registered Engineer notes that there is either no or incorrect earth bonding on the meter outlet pipework, then he/she is required to issue a standard notice to the customer advising them of the potential defect. It is the home owners responsibility to decide whether or not to follow up and have this checked.

It matters not who your supplier is and who does the meter work.

Quoting from the Gas Safety Installation and use regulations (Law)

(2) Any person who connects any installation pipework to a primary meter shall, in any case where electrical equipotential bonding may be necessary, inform the responsible person that such bonding should be carried out by a competent person.
