Sounds like a dealer quote for work on a high end car.
Don't fit a secondhand rack from a scrappers. Too much of an unknown quantity.
    Get a recon.
    And go to another garage.

I bought a '08 Vauxhall Vectra for £2200 in Jan18 and today I gave the car for MOT.
The garage has quoted almost £1500.

I am puzzled by the fact that you bought the car in January 2018, without asking about a 12 month MOT.
I think this job really needs
    a much bigger hammer.

The puzzle is why didn't the buyer ask for it to be freshly MOT'd giving them a full 12 months MOT.

£2200 for a ten year old Vectra? Madness.

They were selling the old stock of these off in 2008 for £6000 brand new. I paid £2500 for a five year old Mondeo some years back.

You did well. You're now paying £2500 for a 10 year old Mondeo with over 100k on the clock. Prices of used cars have shot up over the last 5 or 6 years because people are repairing cars instead of selling them as can be witnessed by how long you have to wait to get a car in a garage nowadays even though there's actually more garages than there used to be. 6 years ago I bought a 2 year old Mondeo for £8500. A 2 year old Mondeo today with the same mileage as mine was back then is £12k.

I just spoke to the guy at the garage and he said he is happy to fit a second hand steering rack, but most the cost is labour charge. He said brand new one would have a 12 month warranty and that I am better off with a new one.
I guess, If I have spend £1500 on the car, it is better not using a second hand product to save £100 - £150.
I might just have to bite the bullet and get the repairs done :(

Too much for a steering rack to be fitted - go to another garage.

You have a list of what needs done, call around other garages and see how the figure compares. I did similar when I had a quote of £700 and suspected it was £200-300 overpriced and I was right.

Break the work up if need be - the 2 garages I trust implicitly not to rip me off (and therefore do most of the work on my cars) don't sell tyres. Another garage (not a chain but not small indy either) is extortionate for repairs but you're unlikely to find better prices on their tyres.

Once you have the prices and are thinking of using a garage, you can research them/ask people if they have any experience of them and then make a decision from there.
