I think we have derailed the thread enough, so I will reiterate that I think the answer lies in negotiating with the neighbour and coming to an agreement about the financial burden that moving this pipe would create.
You could take them on legally by sending a solicitor's letter before action, demanding the removal of the pipe by a certain date, but what happens when it isn't removed? The burden of proof regarding an easement would fall on the neighbour, but you would not want the physical or legal consequences that could follow. It would all be likely to cost much more than a plumber's time.0
