PCN Appeal Based on Non Working Phone Pay System

Hi everyone,
I am looking for some advice on the best route to appeal a recent PCN. Having read through the newbie thread, I can't seem to find anything specific to my case.
Essentially, having parked in private car park, I have received a PCN from Civil Enforcement Ltd.
Usually, I pay for this car park using their phone system, with my reg and card all registered with them. There are no pay and display machines available. For some reason, however, their phone system wasn't working and wouldn't take payment.
As I was only going to be about 30 mins and I couldn't see a camera, I risked it and left the car. Unfortunately, there is a camera that has photographed me leaving the car park.
Do you believe it is worth me trying to appeal based on their payment system not working? I could, of course, prove the call was made. Or am I better appealing using the standard approach outlined in the newbie thread?
Any advice would be appreciated.

Everyone is politely asked to read up on this in the Newbies FAQ thread near the top of the forum before starting a new thread
Go there now to learn about the game you are now caught up in and how to deal with this
Throughout here you are advised never to reveal who was driving.
You need to edit your post to remove details of who was driving
Also if you have used your real name as your forum name and in your post you need to get MSE to change it to something completely anonymous

This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.
Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
Hospital car parks and residential complex tickets have been especially mentioned.
The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.

and complain in the most robust terms to your MP. With a fair wind they will be out of business by Christmas.You never know how far you can go until you go too far.0
