OK so I appealed via NCP website using the exact same text in my last post, received letter today that they have accepted my appeal and apologised for any inconvenience caused

Yes, we see this from certain PPCs quite a lot - they knew from the old template that you are on MSE and knew that they can't win re the 'no keeper liability' argument on non-relevant station land.
Well done for taking that leap of faith and seeing it play out as expected, much better when you don't even have to bother with POPLA!
