PCN from Northern Parking Services

Hi All,
My wife received a PCN in the post from Northern Parking Services (Sandyford Road Car Park Jesmond). My wife did try paying it but firstly the website rejected the payment and since then I have had a read on this thread and wanted to appeal, before I send a letter off wanted to note the below points if you think i should amend the standard reply.
- It states the PCN issue date was 16/04/2018 however as its a lease car we received the Notice to Keeper on the 02/06/2018.
- We did pay for parking at the Pay and Display machine (no longer have the paper ticket), however the ANPR picture states we did not pay for 2 hrs 26 minutes.
- Tried to go to the appeal page on the site however it doesn't allow me to enter and appeal with the associate reference number.
- There was no windscreen ticket just this letter we got through the other day.

I have had 3 pcn's won at POPLA,due to NPS not having a valid contract with the landowner to enforce parking regs.These were all at Cross street Retail Park,Long Eaton,nottingham.it may be worth appealing to POPLA stating this.Hopefully,they won't have a valid contract where you wer eparked either.it's a long shot,but who knows.0

OK, so as hirer/lessee, you will be using the appeal written by Edna Basher at the bottom of the first post of the NEWBIES thread.It states the PCN issue date was 16/04/2018 however as its a lease car we received the Notice to Keeper on the 02/06/2018.
Try again and get a screenshot, and then send by email to the BPA as a formal complaint about their member*, that screenshot and a copy attached of the NTK or NTH, proving it was only just sent to you as the named hirer/lessee (DO NOT SAY WHO WAS DRIVING!).Tried to go to the appeal page on the site however it doesn't allow me to enter and appeal with the associate reference number.

Not sure if anyone will get notifications for this thread but my question is directed @the chairman - how did you find out that NPS had no valid contract with the landowner in the 3 cases where you have successfully appealed PCNs on that ground?

He didn't. It's a standard POPLA appeal point we provide in the NEWBIES thread.

The whole industry is a scam, relying on threats of court, and the public's ignorance of the Law, A bill is currently before parliament which will regulate the scammers, many of whom are ex-clampers.
This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.
Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers.
Sir Greg Knight's Private Members Bill to curb the excesses, and perhaps close down, some of these companies passed its Second Reading in the Lords this month, and, with a fair wind, will l become Law later this year..
All five readings are available to watch on the internet, (some 7-8 hours), and published in Hansard. MPs have an extremely low opinion of the industry. Many are complaining that they are becoming overwhelmed by complaints from members of the public. Add to their burden, complain in the most robust terms about the scammers.You never know how far you can go until you go too far.0
