Foreign driver got a PCN

Hi everyone, i read the newbs section but i dont see anything covering this.
We had a family funeral in May, and as i have a large extended family living in Ireland, i let 2 of my cousins stay in my home.
One of them asked to borrow my car and he was gone for a couple of hours.
I have since recieved a PCN from Premier Park LTD (BPA member) with a picture of my car entering and leaving a shopping car park, it was parked in the car park for 28 minutes.
I have since spoke to him, and he claims that no ticket was put on the window, and that he didn't realise that the car park was covered by cameras and didn't pay for a parking ticket.
When i asked him about paying for the PCN, he just said that they cant touch him as he lives outside the UK and is therefore refusing to pay it.
My question is, am i liable to pay this?
If i give Premier Park his name and address, am i then fullfilling my liabality to the company and its then upto them to chase my cousin?
Just not sure what to do

Give them the driver's name and address (in Ireland), then let them get on with it. They may squeal like pigs, but there's nowt they can do. It won't stop them pestering you, but you tee them up for a harassment claim if the intensity increases.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Just to clarify, i send them the drivers details, do i also fill in the POPLA template?0 -
Do one or the other. Both are valid choices. If you give the drivers name and address that's it you need do no more.
Appealing involves a bit of work but kills it dead. Your choice.0 -

Yes...that's really all you have to do....give them drivers name and address.
Some people say that for any PPC invoice just give a false name and address overseas.....
Some PPC scum will try to say you are still 'liable' as the address you give must be 'servicable' [ie court papers can be delivered] and the scum try to say an overseas address is 'not serviceable .......... needless to say the scum are totally wrong.

PLUS the BPA has already said that an overseas addy
is serviceable0 -
Or do both
Name the driver (inc address), then the day after appeal to POPLA stating that your liability under POFA has ended, this is undeniable.
They will no contest but it adds to their stats of no contests so does hurt them in the long run.0
