PCN Advice

Hello,
I have a PCN which has passed it's 14 day period. I have called them twice, once to find out about the appeal process and a second time to just pay it off (saves me a lot of stress). On the second call however, when I said I had called to settle, the operator told me to hold on a moment, then the line was cut.
I have since been given advice and sent to this thread, and as I haven't followed the best precedure detailed here, is there anything I can do now in order to appeal this? I don't feel comfortable calling back to pay, especially when the website on my letter (iPayMyPCN.net) is not secure.
