Can a buyer open two cases for one transaction?

Basically what the title says.

Can a buyer open two cases for one transaction?

They opened a case for item not received. It was late, but did arrive. So they closed that case.

Then straight after closing that, they've decided to open another for the same transaction stating postage too much, arrived late and item not as described.

    The short answer is yes.

    Although your question isn't quite right. They have opened an INR, the item arrived so now they've opened a SNAD. Of course their reasoning for opening a SNAD is another matter, but yes they can.

    In theory they can open a case 4 times. An INR and SNAD in Ebay and the same again in PayPal.

    Aside their complaint on the cost of postage and late delivery, have they given a reason for the SNAD?

    Wow, I didn't realise so many cases could be opened on one transaction.

    All they have said re the items is and I quote 'unsatisfactory'

    I have asked for further details and photos, none of which have been forthcoming.

    In their latest message they have admitted plainly and quite literally, it's because the items arrived late, they no longer want them.

    So I'm not quite sure where to go with this now.

    The case should be showing options, those options depends on what sort of case it is. If you only have the chance to refund without return or send a label for return then it's a SNAD case which you need to deal with urgently and basically will have to allow the return. If you are a private seller and there is an option to decline the return then it's a change of mind case and you can refuse.

    Then it's an SNAD case so your only options are as given. You can either send the buyer a label or allow eBay to do it for you and pass the charge on to you via your bill.
