If someone have less score but never miss his payment and got good credit record then how will lender asses him.

Each lender has their own criteria for lending... so they use your credit record plus the information on the application form etc to assess whether they will lend to you. so one will insist on a minimum salary and will want you to have an unblemished credit history, another will lend to students with virtually no credit histroy.

Your 'credit score' is based on your history, so your history matters most in this regard.
The concept of 'credit score' however is widely misunderstood. Most people think that they have one credit score, where in fact each financial institution has their own equation to work out someone's score.
Specifically, just because (e.g.) Experian gives you a credit score of 450(good) doesn't necessarily guarantee you a CC acceptance with (e.g.) gg who may consider your total credit availability excessive using their own criteria.Conjugating the verb 'to be":
