Ecotricity pay as you go meter

I have a problem with ecotricity, this property used to be 2 flats and it has now been put back to one house. Previously There were 2 electricity meters in the property one which supplied upstairs which was a pay as you go meter supplied by ecotricity the other downstairs was british gas. I asked ecotricity to take out the meter for downstairs (this account was in my stepfathers name as it was his property but i was given permission to speak to them by him) I did not change the account to my name as i did not want the account and wanted the meter taken out to have one supply with british gas. I have spoken to ecotricity on many occasions both on the phone and by email which i have record of. An engineer came out last year in october and took the meter out Job done you think?? No even though i spoke with them told them the reasons why i wanted the meter out i am still having problems with them. They are now saying even though there enginer took the meter out that this was not updated on the national data base!! so basically there engineer did not log this. They are asking for a meter reading i have repeatidly told them there is no meter they are now saying they wont talk to me about it as i am not the account holder and they have no record of me being given permission before even though i have spoken to and emailed them previoysly. I have given them my stepfathers new address and asked them to talk to him ( i do not speak with him). They are telling me the only way i can talk about the account is to put it in my name which i dont want to do as i think that somehow i am then accountable what can i do ?
