Who to address claim to Plevin.

I have recently had success in making a claim under Plevin with RBS. They wrote to me at the turn of the year and asked if they wanted them to reopen my claim - and I said yes.
I now want to claim some other loans and sent a DSAR to GE Money Home Lending who sent me the information back. In the DSAR they provide the information about the Loan Originator and the Loan owner.
The question I have is to whom do I address the claim? The originator or the owner?
Are there other considerations to consider when making a claim under Plevin.

The firm that originally sold it to you (which may not be the lender if a car dealer or broker was used).Are there other considerations to consider when making a claim under Plevin.
Some loans were not regulated under the consumer credit act. Plevin does not apply to those.
