Pealing Paint on Ceiling

I have recently moved into a new house and in the main bedroom there is a small patch of paint on the ceiling about 60cm from the window which is pealing. On closer inspection this area has been re painted at some stage as the area repainted in about 30cm by 20cm and almost sits back below the original paint line. the area which dips in is not regular its almost foot print like.

What could be causing this paint to flake? I can't see any sign of water damage.

    There may have been a leak from the roof which caused some staining to the ceiling. Somebody might have painted over the area with a stain blocker or bodged it with an oil based paint.

    If the prep wasn't done right, any emulsion over the top could well peel in time.
