Redundancy because of outsourcing

A friend has been told they are being dismissed on the grounds of redundancy because the directors have decided the office they hold will be outsourced. They have other roles they carry out but there is a re-structure going on so that those tasks may be bumped round - to a new person not yet appointed.
If the one role not being incorporated in the job of another (as yet unappointed) person is being outsourced, should they not be entitled to apply for the outsourced position?

Sorry for delay in responding.
Yes, as above, "the office they hold will be outsourced". My friend is an office holder but they have other work in their current job. It is the office which is being outsourced.
The rest of their job will either be bumped round within the existing workforce or (most of it) to go to the yet to be appointed person.0 -
