Ceiling black dots-loss of paint

I've been asked to get my bathroom ceiling checked.
I have black dots across bathroom ceiling -approx 75-90% area
I thougt has bathroom fan had stopped working
The fan is since replaced , I had intendedo to repaint yet again as the last paint had cracks and came away like wallpaper due to the black dots.
Mser's on a top floor 3rd floor flat felt roof property.
Does the black dots sound like a roof fault?
As my home Emergancy are calling it a communal roof-I have to call factors from Monday -hope this doesn't result in a £250 building insurance excess.
I could post a photo as an example later today.

    Since googled -and cleaned with Cillit bang black mould rernover (which I had at home)
    New coat of paint -hopefully that + recently renewed fan are adequate in future.
    Seems fresh enough.

    I've had a house with inadequate ventilation and had a few black mould spots, but the size if your patches make me think there's a roof issue ?

    Possibly though I done a google search which suggested clean with a bleach product and ensure an extractor fan is fitted.
    My multiple black dots are since late 2017into2018 this is timescale when my fan had stopped working.
    I hope it's not a flat roof fault
    I've since used Cillitbang b;lack mould remover to clean as best as possible, before I re painted yesterday.
    I'll watch over next few weeks and I'll call factors.tomorrow and request they check if possible as I have my photos as an example.

    Once you have identified and cured the source of the leak and/or condensation, try some of this. I used it to seal persistent stain re-emergence and it worked brilliantly.

    Thanks wish I had that yesterday.
    I'll allow factors to check if any leak.
    Is the mentioned product used inside of bathroom and could I use it over recent coat of paint

    If you read the data sheet, it seems to cover that point. Of course, the paint should be dry but recent, as in a few days, should be fine.

    thanks I could purchase from Screwfix and get it delivered.
    Some what I hope is good news today, property management have agreed to send contractors to my flat as the contact agreed it looks much more than condensation.

    I'll update via this thread over next week or two.

    Monday building Mangment are visiting to view my ceiling problem.
    Once the repair can be arranged, I'll order the mentioned re seal product from Screwfix.

    Fault identified and resolved today from 10-30 approx.
    Joints in flat roof re sealed externally.
    I can re paint bathroom ceiling in confidence.
    Moisture was deemed to be 1.5-1.6.mm approx internally

    (I'll purchase the mentioned cover stain anyway for the little pieces of dampness in window frames)
