Recurring water hammer

I really hope someone can help.
We've been getting a banging and clattering in our pipes whenever the water is cut off (washer filling, cistern, turning taps off etc) we have drained the system and turned the pressure down etc. This has cured the problem temporarily and the issue comes back.
Could one particular valve be responsible and if so how do we know which one it could be?
Grateful for any advice.

You could fit a shock arrester but I'd change the washer in your wc fill valve firstI'm only here while I wait for Corrie to start.

We have 2 toilets, the upstairs one is only around a year old.

I would do the older one first and see if it cures the problem. If you do both, you won't know which one cured it!0

Ours started as a knock. It now sounds like the whole house is shaking and we get a high pitched noise running through the pipes too.0 -
Can you identify the source of the hammer?
Stand by each toilet etc in turn and get someone else to turn a tap on and off until the hammer sounds.
If you can identify the source that should make resolving it easier.0 -
I too have water hammer which only happens if taps are turned on and off quickly, or when the washing machine is filling up. I've managed to dampen out a lot of the hammer with this water hammer arrestor which I fitted near the washing machine - but not all of the hammer has gone.
I truly believe the only way to fix the hammer is to find where the knocking is coming from and fixing the pipe properly in place again. But access is a slight issue, as some of the pipes are behind cupboards etc.0
