Don't tell us you emailed PE to point out the thing they'd missed from the evidence pack for POPLA, the thing that will win it for you because it's missing?
Surely not. No-one would tip the PPC off as to what they've missed (except WHOPLA).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

from post 26 i misunderstood that i need to email PE and as expected they will not provide the answers to queries. in my defence i have mentioned that Claimant has not provided me with following...
it is too late to fix this i think. i have some queries - shall i paste them one by one again?0 -
can i also write in defence that PE has contacted DVLA without my permission. As per signage i only agreed to let PE contact DVLA for parking penalty. I never parked so PE was wrong in contacting DVLA.0

can defence only refer to technical legal language or can i also mention that:
1. PE operates highly illegally, unethical and unprofessional manner. their appeal process is a legal formality. they just reject appeal. are they not supposed to respond to driver's queries and stand?
they just send a rejection letter.
2. POPLA also seems to me a dodgy company. as they also did not ask PE for proof that i parked or even address or investigate my concern? they also rejected my appeal. on what basis they rejected - i can write in defence?
3. also should i mention in defence that i did not respond to letter before action because i thought it was a fake threat and also i am completely innocent and upto that point neither PE nor POPLA even responded to what i told them.
please respond folks... i am not getting much information to proceed.0 -

1 - 2 are not a legal deefnce.
3) is an explanation of why you didnnt comply with YOUR obligations under the PAP, so would be better served in the Witness Statement.
The defnce should be around a page of A4.0 -
