difference between heath and social funding

Im a dad to a lad of 22 with severe learning issues autism and he is non verbal .
We have been asked by the council to apply for ccg funding from the Nhs . This is the 2nd time this has happened and unless there is a point to it im not keen on repeating the whole exercise .
So i guess im asking has anybody done this is the level of funding better are the rules they follow the same better worse ,that sort of thing .
We have a service in place wich have a number of issues is working well and im not keen off having set of things

    Social Services feel that your son's needs are health rather than social care, and the legislation says SS cannot pay for health needs. If you dont apply for CHC they could decide not to fund the package because it is outside of what SS are legally allowed to do.If you are awarded CHC it should be possible to provide the same care package for your son, possibly even with the same staff, but at the end of the day it will be SS and health slogging it out as to who is responsible.

    Currently my support package is paid by social services but had a assessment recently by a community care officer from county hall because they are cutting hours for everybody again. The assesser came back two weeks later and told my hours will remain the same but he was going to apply to health to get half my hours funded by health. With social services they are always looking to cut hours, I know most of the people in supported living are having their individual support hours cut and they are having to rely on shared hours in their supported living house. I got told with health your hours are more secure.
