Barclays current account - how to close

A year ago I orded Barclays to close my account as didn't want to pay their monthly charges. At that time the balance was 0. I put a written order, giving them my debit card and a chequebook. I thought it's done. I changed the address in the meantime and I wasn't checking the correspondence on the old one.
Last time they sent me a letter I've got an overdraft on the account. So I went straight to them. Obviously they didn't close the account, as they should and they were charging me month by month which gave something around 90 quid. I agreed to pay some part of it the rest was supposed to be refunded. I took the copy of the order signed by the assistant. And I also ordered one of the persons working there to hear the conversation over the phone with Dept Management Department when we agreed they will refund the rest.
Today I went to Barclays once again. Account is still open, they didn't refund the rest of the money. I placed a complaint and I have printed copy of that. They've got my mobile number, my address but I don't hear anything from them.
It looks to me that they way of making business is to rip you of as long as they can.
Is there any simpler way to deal with that problem and have it sorted rather then wasting time for conversations with them?

send a letter into the complaints people. They are slow as hell but they get there in the end.
