Carpet price. Misled over verbal price given as it didn't include VAT

I said just over £800. If you want the actual price it is £839.58
To me honest I would rather have no replies than pointless comments. This is just a question about consumer law and whether a retailer does not have to display prices of products in show and VAT. Simple question I would have thought.

Does a retailer have to show prices for products on display?
Does a retailer have to state that their price excludes VAT when either displaying a product or when verbally giving a price?

The government site states that you must display the price and include VAT; it does not say that you don't have to display the price and can then verbally give a non-inclusive price.
