Parking charge notice help

I just need some help regarding an outstanding parking charge notice. It was given on the 13th March 2018 for ‘not wholly parking within a bay’ which is a parking space just outside my flat building. It is not a pay and display or anything like that. I have attached a photo of the sign from the space. I haven’t responded for two reasons, one being that they are sending letters to my old address when I have registered my new address with the DVLA before the date, and the second reason was that I gave birth two days prior and wasn’t in a great place so didn’t really pay attention, I just know that the bays aren’t marked very well and the parking spaces were all pretty much empty. The last letter I received was debt collector trying to charge me £160 and saying that they will advice the client to go to court if I don’t pay by a certain date. I just wondered should I keep ignoring them due to them having my incorrect address through no fault of my own or to lodge an appeal. I know that I read somewhere that if the sign says ‘park within the permitted bays’ then you can argue that because of the plural ‘bays’ then it is a loophole you will win as technically I have parking within two bays. Just need some general advice thank you.

It takes a while for the DVLA to update their records so the previous address was probably the one given to the PPC at the time. Not their fault this time unfortunately.
I suggest you send the template appeal from the keeper NEWBIES, but start by telling the scammers your new address and the date you informed the DVLA.
Ignore debt collectors of course.
Is the space where the driver parked covered by your lease? This is really important.
You should also complain to your MP and Sir Greg Knight MP.
These are some of the comments made by the MPs in Parliament concerning the unregulated parking industry (Feb 2018):

''Rip-offs from car park Cowboys must stop''; unfair treatment; signage deliberately confusing to ensure a PCN is issued; ''years of abuse by rogue parking companies''; bloodsuckers; ''the current system of regulation is hopeless, like putting Dracula in charge of the blood-bank''; extortionate fines; rogue operators; ''sense of injustice''; unfair charges and notices; wilfully misleading; signage is a deliberate act to deceive or mislead; ''confusing signs are often deliberate, to trap innocent drivers''; unreasonable; a curse; harassing; operating in a disgusting way; appeals service is no guarantee of a fair hearing; loathed; outrageous scam; dodgy practice; outrageous abuse; unscrupulous practices; ''the British Parking Association is as much use as a multi-storey car park in the Gobi desert''; and finally, by way of unanimous conclusion: ''we need to crack down on these rogue companies. They are an absolute disgrace to this country. Ordinary motorists and ordinary residents should not have to put up with this''.
These are the exact words used, so you should quote them to your MP in a complaint and ask him/her to contact Sir Greg Knight MP if he wants further information about this scam.I married my cousin. I had to...I don't have a sister.

Did you inform the DVLA of your address change for both your Driving Licence and your Vehicle Registration Document?
It's quite common for people to update their Driving Licence but overlook their vehicle's V5c.0 -
1. Who are 'them' - Parking Company, not Debt Recovery Plus?I just wondered should I keep ignoring them due to them having my incorrect address through no fault of my own or to lodge an appeal.
2. Having your incorrect address and only corresponding with that address puts you in the most dangerous position - risking a default judgment against you, a CCJ and a trashing of your credit score with potential life-affecting problems for 6 years. You need to inform the PPC of your current address.
Please dig that out and give us the link to it, as this could really provide ground-breaking precedent for our fight against the PPC industry.I know that I read somewhere that if the sign says "park within the permitted bays" then you can argue that because of the plural "bays" then it is a loophole you will win as technically I have parking within two bays.
On the other hand, your imagination might just be running away with you.

Ahh I see I didn’t realise about the DVLA. I have had a look at my terms and conditions in the lease but there is nothing mentioned, I have emailed my landlords to see if they can help or give me advice. I will definitely be contacting my local MP sick of these cowboys.0

Ahh no I did not change my v5c !!!128533; did not realise at all that I needed to do it. I changed my vehicle as well since then which has made it more annoying. When I contact them I will make sure I tell them my address for any further correspondence.0

1. The parking company - vehicle control services
2. Yeah my next step is to inform them about my address, I mean the DVLA do have it but as previous poster mentioned about v5c I did not realise I had to change that as well.
3. I’m sure I read it on one of these forums. I can try and look but I’ve read many different ones so it could be someone clutching at straws but not sure.0 -

My mistake it was PePiPoo that it came from. It won’t allow me to post the link but if you google ‘not parking wholly in bay’ it is the first pepipoo link0
