Royal Mail "fee to pay"

I ordered some clothing off Amazon, from a 3rd party seller on the marketplace. It was £17.99 with free economy delivery.
Didn't arrive, so did the usual contact the seller saying it's not arrived, standard response wait 10-15 days etc etc.
I just got a letter today from the Royal Mail about the item saying "the sender did not pay the full postage", and I have to pay £2 to receive it, or it will be returned to the sender in another 18 days.
Does anyone know if I pay the £2 to get it, will the seller (or Amazon) be liable to cough up £2 refund? I must have ordered 1000s of items online over the past 20 years and never ever had one where the sender didn't pay enough postage. Being a bank holiday, I can't contact them till Tuesday now and there's nothing anywhere in any FAQ about this situation.
I'm tempted to just leave it and go through Amazon to get my £17.99 back - I ordered it for a particular reason anyway and this delay means that date is now past. But if I do this, will I have to wait at least another 18 days for the item to be returned by Royal Mail before they refund me?

Have you contacted Amazon and the Marketplace seller and asked them what has happened? Probably where you should start, the seller will likely want to resolve the issue, considering it's only about £2.0

I don't want the item anymore as it was too late for when I needed it. But I'm concerned if I go and pay the £2 to get the item I'll have ruined any chance of a refund for "it not turning up" and this situation is a blessing in disguise. But then again, I don't want to have to wait 3-4 weeks for a refund..0 -

Just leave it and wait for the refund. It’s £18. I’m sure you’ll manage.0 -
Are you certain that the card from Royal Mail relates to the parcel from Amazon? As they deliver all mail as well as some parcels it could be something else they have held there for you, if you go there (most are open Saturdays and some on Sundays too) you should be allowed to see the item (but not open it) before deciding whether to pay the fee or refuse the item. If you refuse it they should send it back a lot quicker than the 18 days so you'll get your refund sooner.
We get them quite often in work and always go to see what it is before deciding to pay.0 -
£2 equates to a letter or large letter underpayment, is your Amazon item flat enough to qualify as a large letter? If not then it is,likely to be something else

£2 equates to a letter or large letter underpayment
If it's for an underpayment that the fee is £1.50.
It could also be a medium sized parcel as the fee for underpayment is £1.50 + the postage costs in 10p steps.0 -

£2.00 will 99% of the time be a letter with no postage paid0 -
I hate threads that have no conclusion, so just going through some old ones...
I went to the collection office, it was the T-shirt from the Amazon seller, as there was a returns label on the back but they'd completely forgot to put any stamps or postage on it. The chap was happy to send it back, got the refund a few days later.0 -
