UKCPM Parking Charge Notice Issued - Neither App nor Phone Number Allowed Payment

Hi,
I've today received a Parking Charge Notice from UK Car Park Management.
I've read through the newbie thread, and appreciate that my case almost certainly isn't special, but I would appreciate some advice on what to include in my BPA appeal template letter!
On the day in question, my car was parked in a car park administered by UKCPM. Signs indicated that payment should be made using the Just Park app, or by calling a phone number on the sign. Despite repeated attempts, made over several hours, to pay using both the app and the phone number, error messages were received and payment was impossible. Everyone else parked in the car park was having the same problem, so I would imagine that they have also been issued with PCNs.
I've got three questions, that I'd really appreciate some help with - 1) does anyone know if the Just Park app is linked specifically to UKCPM, or is it a generic parking app? 2) does anyone know if, should I contact Just Park and ask them to confirm that multiple attempts to pay were made, they would be obliged to give me details? and 3) should I mention that payment was impossible in the BPA appeal letter?

3) there is no "BPA APPEAL LETTER"

Is it worth including the mitigating circumstances (i.e. not being able to pay, for which I should have a solid data and phone call trail) in the letter, or is UK CPM's default position to simply refuse appeals?0 -
its a KEEPER appeal, in theory the keeper has little or no knowledge of what happened on the day
and a PPC never accept mitigation , they see it as weakness
all a PPC wants is the money, they probably dont even read the appeal,s , they just reject them0 -

Complain to Just Park (we know UKCPM won't care about a complaint, based on reported experience of them).
How about a SAR to JustPark to show you all attempted calls and use of the app from your phone that day? One would assume an error message would possibly record the phone numbers that were attempting to use the service, so they will have to give you a printout of what happened that day.
Your own phone provider might be able to do the same thing from your perspective.
Got to be worth a SAR but date/send it on 25th May when GDPR comes in, so they have to provide the data free. UKCPM sue people so gathering evidence now whilst the data is fresh and GDPA is new, might get results from JustPark and your phone provider, willing to 'jump' to comply with any SAR.
Then also send a SAR to UKCPM just to keep them busy too. Again, only after 25th May when it's free.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Pelham Street, next to the multistorey building. I think it's officially called Brighton Met College now - the name seems to change every couple of years! The car park has been pay-as-you-enter for ages, the cheapest place to park in town at weekends, and the change to ANPR must be very recent.

I'm also the owner of a vehicle which received a 'PCN /invoice' from UK-PCM but in slightly different circumstances. I have checked the wording of their letter and it claims they 'requested' my details from the DVLA, not 'received' my details from them. Is it possible they are using third party databases to get it? If so that surely compromises them when GDPR comes in.0

You need to let this poster continue on their thread and not hijack it with questions.
