I agree completely, given the shopping center has tons of free parking these days i cant imagine we would have any real issues even with no signage. The occasional dog walker would be the height of our problems and given our car park is never at capacity that wouldn't even really matter!
So what does everyone think about relying on the "allocated parking" angle given that realistically there has never been an attempt made by my company/ the parking firm to share/collect such data?

Yes your angle is the car was 'permitted' and parked in an allocated bay and your company has primacy of contract, being (presumably) holders of leasehold title.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
