If you made an application for credit, the lender would have left a footprint. If there was no footprint left across all three agencies, perhaps the initial check for your identity had failed.
I know from my own experience with Virgin mobile from being a customer with them. If you apply for a new phone they only seem to do the ID check and have never found a hard search performed. So based on that I do not think it is an ID check failure.0 -
If you're determined to spent £1350 on a phone + contract, get a SIM only deal with the same bundle and buy the phone on a 0% purchase card or get a balance transfer card to put it on and pay it off over a couple of years
