Harassment by Excel parking and their Central Processing office

During Easter I went to Salford Media city and parked my car. I paid charges via phone, and tried to send my car number via sms (they have a weird process of paying first and then sending car details later). But, their number wasn't accepting sms and I have the evidence on my mobile.
Parking warden put up a notice on my car, and I immediately contacted them. I appealed and showed evidence of my credit card statement, my phone call details, and failed sms details. They claim that they can't find the payment, and I asked them to look into their card statement. They keep on asking for some VAT receipt. If I paid to them, I would have imagined them to issue VAT, which they never did. I am not sure why they keep asking for VAT receipt and ignoring all other evidence.
Despite my responses, they simply send one request for VAT receipt for the third time in a row!! I see this as a simple harassment for £2.50 parking charges, which I paid !! Is there anyway to complaint on these guys to any ombudsman or higher authorities. It looks pretty childish and inefficient on these guys.
Any help will be greatly appreciated.

    Excel don't have a parking wardens. That's not what those people are...

    ...'warden' meaning 'caring for' a site. Nope, that's not what PPCs' agenda is.

    PPCs operate an 'outrageous scam' and Parliament are aware of it. Our sticky thread tells you this and even quotes from Hansard, showing you the Bill that is going through the reading stages this year and showing you a video of what was said in the House of Commons in February.
    Is there anyway to complaint on these guys to any ombudsman or higher authorities
    I'm trying to understand how so many people post without reading (or appearing to read):

    Is it due to accessing the forum on your phone? What else can we do to make sure people read the sticky (at the top) thread first?

    The appeal is there. When we say 'appeal' it's just an exercise: CEL will not cancel, and might try a small claim.

    And we see posters here WIN 99% of the time when cases are defended with our help. No risk.
