Shared ownership and section 442...help!!!

So we are in the process of selling our SO (45%).
Our buyers mortgage provider (Halifax) is stipulating a section 442 is required in the lease. This was never a required when we bought 4 years ago and was never in the original lease.
The landlords (local council) are refusing.
Our solicitors are suggesting an indemnity insurance policy but from the feedback I have had from our buyers solicitor it does not sound very promising.
Arggg!!! We are ready sign draft contracts on our new house but are worried sick now with this!!
Does anyone have any experience or know if an indemnity would cover this type of query??
