They might still be owned by the council but they're franchised out. I checked with my husband, who's worked in that industry for 30+ years. He personally manages 100+ sites, including ones in Yorkshire - in fact he's going to one in Doncaster on Tuesday and the poor !!!!!!! has to stay there overnight.
In any case, this thread has been resurrected after over a year.

I know 100% that our refuse men are hired and employed by my own employer who is the council.

Yeah my council still employ direct their employees for this service too and I know that for a fact because a friend of mine works in thatveey role.0
