Missed 14 Day Questionnaire Cut Off

I submitted the online Halifax form for PPI reclaim and was sent the questionnaire to complete. It was dated the 27th of April and arrived while I was on holiday (at the earliest this would have been 30th of April). The 14 day period has passed and now they're going to close the claim down. Can they do this permanently? Or can I reopen the claim and start the whole process again?

There is no 14 deadline. its not enforceable. It only gets mentioned to encourage you to speed the reply up as they dont want to be hanging on waiting for you.
