Financial Hardship, Then or Now?

Apologies if this question has been answered before but if I consider my circumstances 15/20 years ago then yes I would have been in financial hardship... but not currently, so is the term "in financial hardship" relating to the present day? Can I still make a claim for a period where I believe bank charges were detrimental to my then circumstances?

    Since 2009 ( a long time ago now) only people in CURRENT financial hardship have had any chance at all of a refund of Bank Charges.
    The Banks won their court case on "unfair" charges in that year, so now you are NINE YEARS too late to the party.
