Reasonable time for a New Build defect to be remedied?

I bought a new build flat back in July 2017 which is covered by a warranty provided by Checkmate.
By September it was clear there was a significant latent defect whereby rainwater would soak into the plasterboard above one of the windows and start to pour onto the sill, almost every time it rained heavily. I raised this with the builder and to their credit, they looked into it the following week, but their various attempts to remedy this issue had no effect. Winter came and went without a fix.
By March 2018 the builder was convinced it had been fixed and redecorated internally, but weeks later I was faced with the same issue. The builders are now at a loss as to how to fix the defect. My warranty provider wants nothing to do with this as the builder has been responsive to my constant nagging.
I'm not sure what my next course of action should be as the builders genuinely do not know how to remedy this. What would be considered a reasonable time for them to remedy a defect such as this?
