Might be worth calling up VW, asking for the price of parts required (in writing or by e-mail) and asking garages for labour only costs and adding the two together. That would seem to meet all thir requirements. Chances are VW are relying on the fact that only they themselves, along with very few garages which would be as expensive, would use genuine parts.0

I don't see the point, if they only match the deal (and they don't say that they will then lower the price to match it for all other customers, i.e. they will still rip off other customers) Then you might aswell use the cheaper mechanics.
Also how are you going to obtain a written quote from Joe's garage stating the price includes VW parts and the service will include all the following....?
Joe's garage might advertise in the paper, but it's really unlikely they will include in the advert the full list of things checked and changed and that they will use VW parts.
You're not going to find Joe to be very cooperative if you say to him, I like the price you charge, but could you give me a print out quote of everything and state that you will use VW parts so that I can take it to VW and get a price match.
IMO you phone around for quotes, ask VW what they think is neccessary, make sure your other garages quotes include all of those items, and go with the cheapest. If using VW parts is important to you then make sure the garage accepts that or you buy the parts yourself and give them to the garage with the car for changing.
Oh and "no catches - no clauses" sorry but requiring a written like for like quote is a catchy clause if you ask me.0
