Stick some bins where they park. People are lazy and will park further down rather than move them.0

I found this from a posting on an old police forum from 2011 so can't vouch for the information being up to date:The general rule we applied when I worked Division was as above on the basis that, if it was blockinging the car getting off and it would of been clear to a driver who parked the car it would cause an obstruction to someone trying to leave,
HOWEVER if they returned home and found the obstruction it would still get a ticket, but no Removal as the other party could park elsewhere at that time

If the road is that narrow are they blocking access for fire engines and ambulances?
