Special Terms House Insurance

Renewal time has come around and I noticed that the special terms which applied last year was still on the renewal policy. Just to explain I have had several claims over the last six years, these being
1. Oct 2001, dripping pipe rang up for advice but recorded as loss but did not claim for anything.
2. Oct 2004, different house burst pipe in bathroom causing about £2000 damage.
3. Oct 2004, broken sink, actually real reason for above but my wife forgot to mention it at the time of the original phone call, therefore record as separte claim.
4. Nov 2005 children spilt drink down TV.

Great I thought, only one claim in three years now so I can shop around but last year my insurance company put a special term that the excess was now £250, fair enough since it reduces the chance of us claiming for any small items. So now 2 years later, with no further claims I would have expected them to remove the special terms. However when I phoned the insurance company to query it I was told that I am a high risk due to my claim history. I explained that I had not had any further claims so why am I still high risk but more importantly how long would I have to wait before the special terms would be removed. The lady on the phone advised me that it is permanent and would not be removed!!!!??? So I have full no claims bonus, since I had it protected but because I have these special terms I have to declare them and online virtually nobody wants to know. Was hoping to take Tesco up on their offer and will phone them to explain, but has anybody else had this problem and how did they get around it, if possible.

I can't really believe that this is fair
