Euro Car Parks PCN

Please guys need your help. I have read through NEWBIES thread but still very confused in how to appeal my case. I would really appreciate your help with any advice how to appeal and which story to stick to.
here some details of parking charge notice:
The Parking charge notice was received from Euro car parks at Gallagher Retail park in Wednesbury, car park used to be free. But apparently maximum allowed hours to park is 4 hours which absolutely ridiculous as it it's not enough as retail park is very big and to cover all the shops you would defo need more than 4 hours. Lots of time was spent at t.k maxx store more than 2 hours and spend there over £150! plus coffee at Starbucks and other shops, hence have over stayed 4 hours, BUT only by 14 minutes!!! Unfortunately there are no receipts anymore and everything was paid in cash apart from one transaction of £46 which could proof it from bank statements.
Then Parking charge notice arrived and has photo of my number place but they clearly saying that they don't know who was the driver

Please Please can anyone help me with the letter I could appeal online with? I am really stuck as NEWBIE thread is a bit confusing and I am not sure how to approach this case. Please help!

Not sure why you think the NEWBIES thread is confusing, but let's simplify things.

    1) Send the blue template appeal from post #1 of the NEWBIES FAQ sticky thread.
Send it as it is, without change.
    Send it as the keeper.

    2) Complain to the retailers that you used.
Obviously use the receipt that you have to show that you are a valued customer. Point out that you will not be shopping here any more because parking is so expensive, Explain that all your friends and relatives are also revising their shopping habits in light of your experience.

    3) Edit your opening post to remove any clues to the driver's identity.
  • Thank you! I have complained to retailer but they said that they can't waive the penalty and I need to contact the parking management company myself. Will do as you said. Hopefully I'll get it resolved

Don't forget item 3 in my earlier post:
    3) Edit your opening post to remove any clues to the driver's identity.
The parking companies trawl forums like this just waiting for people to trip themselves up and can use your posts against you.
  • done :) thank you

Well, maybe at POPLA stage. Not at first appeal, which is purely to get a POPLA code.
    Gallagher Retail park
Complaining to a single retailer is not enough with a retail park. Complain to the Managing Agent (Google it). Gallagher Retail park has been mentioned loads of times and I think the firm that owns/runs it are easy to find.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
