Can you get cover for Insurance Excess on Building Insurance?

Is it possible to get cover for the Excess on a Building Insurance policy?
My daughter lives in a leasehold flat, where the Maintenance cost includes Building Insurance.
The Management Company have just written to her to say that the Insurer has raised the excess to £500 for claims for water damage.
Is there any Insurance Company that issues policies just to cover this excess?
(I've searched about on this site and Google and found nothing).
