Hi MSE's,
I am living overseas and have a credit card debt that is costing me more than I can afford to repay.
How might I apply to a 0% money transfer credit card service, while living overseas? Has anyone done this? Other ideas to minimise the interest costs welcomed?

You won't get a UK card while residing overseas. Can you apply for appropriate credit in the country you're in?
Look at your budget and cut costs to throw as much as you can at the debt.0 -
A balance transfer would be more appropriate to your needs surely?
As you have an existing credit card presumably you have a UK address for this card and are on the electoral roll there?
Your situation is unclear as to whether you reside permanently abroad or are just working abroad temporarily. If the latter, and you can answer the application questions truthfully and have a Uk address where you are on the electoral roll, you may be able to get another card. Otherwise no.0 -

I see where you are going, but even if the OP is working overseas temporarily (eg on a 6 month work permit) then he is residing overseas at the time of application, not in the UK. I don't think working abroad non-permanently is enough to establish you are UK resident. That said, if he is still on the roll at an address he is still using in the UK, he might get away with it - despite it being a technical fraud. Of course it does depend on the exact wording of the T+Cs.0
