I think you'll find most European countries place some limits on what people can do in their homes, particularly flats and apartments where your behaviour has more impact on those around you.
A covenant requiring carpets is actually pretty minor.
The Germans are far more restrictive, but that's probably why they are happier with apartment living.

this seems to be pretty standard clause in leases but i'd imagine it is only enforced if someone causes a nuisance by installing an ultra cheap laminate with no underlay (or a cheap useless underlay) - my flat was purchased from new a few years ago and has the same clause but when i was buying i was given a choice of wood (engineered) flooring or carpeting by the developer and i chose wood - we also have a "no pets" clause but there are plenty of tenants in my block who have cats and dogs0
