    Try going 40 in a 50 (when it is safe to do 50) on a driving test, and then you may want to think about why it's a fail.

    Even though the tunnel is well lit, when driving into it on a bright sunny day it can still take a second or two for your eyes to totally adjust to the difference in brightness and maybe this is the reason for some drivers to slow down.

    Also when driving through the tunnel it can feel like you are driving fast than you are due to the close proximity to the tunnel walls.
    Ive seen a similar thing in the Bell common tunnels and Holmesdale tunnels

    what if you are driving a vehicle that can only do 25 mph max ?

    No. The right only applies to four bridges in London.

    I've sat in lots of queues on motorways for no apparent reason. No tunnels or miracles needed.
    If a fair proportion of drivers feel more comfortable at the slower speed that would suggest its possibly more appropriate.
