Slowing down in the Dartford Tunnel

Note the key word highlighted here. It is not a requirement, it is a limit. Unless there is evidence that driving at say 40mph in a 50mph limit causes congestion, what they are doing is fine
Try going 40 in a 50 (when it is safe to do 50) on a driving test, and then you may want to think about why it's a fail.
If you don't find joy in the snow,
remember you'll have less joy in your life

Even though the tunnel is well lit, when driving into it on a bright sunny day it can still take a second or two for your eyes to totally adjust to the difference in brightness and maybe this is the reason for some drivers to slow down.0

Also when driving through the tunnel it can feel like you are driving fast than you are due to the close proximity to the tunnel walls.
Ive seen a similar thing in the Bell common tunnels and Holmesdale tunnelsFrom the Plain Language Commission:

I've sat in lots of queues on motorways for no apparent reason. No tunnels or miracles needed.I have sat in queues going trough the tunnel at other times and then when you exit the tunnel to find no reason for the queue and miraculously one is able to drive at 50 mph again.
If a fair proportion of drivers feel more comfortable at the slower speed that would suggest its possibly more appropriate.0 -
