    Is it important that the driver who input their own VRN wasn't the driver at the time?

    What, was he a passenger?

    Most important is that the keeper does not imply who was actually the driver.

    He was a passenger. He was paying for the ticket on the driver's behalf but mistakenly input his own VRN instead of the drivers. Should I just amend that in what you wrote or does this become void because he wasn't the driver?

    "This is important because in fact a passenger input their own VRN (xxx xxxx) which was in fact in accordance with what the signs say ''input your full VRN'' and he made a payment that Highview's machines accepted. This despite that car not being on site, and despite the fact that your ANPR images are capable of using the data more fairly, to show drivers their car (as you do at stores such as Tesco in Hove, East Sussex) rather than the burden resting with the driver. Since your systems are clearly capable of this fairer method of data processing, Highview cannot possibly have complied with the ICO CoP and considered whether the methods used at this car park are proportionate."

    Just want to say that after complaining directly to the CEO of the landowner of the car park, I got a response saying they had cancelled the charge.

    Thank you all for your help and I hope this example helps others prove that complaining to the landowner really does work!

    This is great news. May I ask how you found out who the landowner was? Did you go onto the land registry website and pay for a title deed? I’m having trouble finding the landowner for Horizon Parking in Wandsworth and think that I may have to pay the £3 to find out from land registry. So time-consuming!!
