Bus lane notification time scale?

Hello everyone,
a simple one but I thought I would ask. So I drove through a bus lane, it's well signed I just didn't observe the area correctly.
The letter arrived today (5th May), date of detection was 10th April. So it's been 25 days for me to receive the letter since the contravention. I am the registered keeper of the car, have I got grounds to say the letter is late arriving or have they got longer than 14 days to issue it etc?

You would be better taking this to our friends on pepipoo.com as they are the council and police motoring exerts, whereas we concentrate on private parking issues here.
