Neighbours extractor fan

Hi all
After some advice
Tenants in flat below have a very noisy extractor fan its on 24/7 and audible outside of the property
I spoke to them was invited in and told it was either boiler or fan and has always been like that
I asked them to contact landlord and offered for them to pop up to hear noise (this was a note) haven't heard anything since
Still on, and disturbing as it's a constant hum 24/7
I've emailed their landlord with audio but have not heard yet
Just wondering if worthwhile contacting council? The noise team only work Friday and Saturday so this would be my only chance this week

Our oil boiler sounds like a plane. I can hear it 50m away. Being audible outside is normal.
I spoke to them was invited in and told it was either boiler or fan and has always been like that
"Always been like that" sounds as if you are are a newer occupant than them? When did you first notice the noise?
I asked them to contact landlord and offered for them to pop up to hear noise (this was a note) haven't heard anything since I think you mean you haven't had them visit, not that you haven't heard anything! It's not their problem and they may not want to be seen as siding with you against their landlord.

If it's a boiler, you'd expect it to shut down in this weather.

There's every chance they won't respond. If they do, it wouldn't be before speaking with the tenants or hearing the noise themselves. To be honest, many landlords wouldn't engage with you at this point. Why should they, if the noise is, in their view, something that's always been present? Is the landlord local?

The noise team will come when they can, not necessarily immediately. Send them a recording from inside your flat's bedroom, as that's the most relevant place.
Thanks for any advice. All discussions and emails have been very polite There's no reason not to be polite, is there? Being confrontational is not a good way to get results, especially if relying on other's good will.

If you added a recording it might only give a general impression. Recorders tend to amplify sounds that are relatively quiet.
Assuming it is a normal piece of household heating or ventilation equipment which is functioning correctly, I would say you have little chance of having anything changed.
Your best bet is the council's noise team. At least the sound isn't variable or intermittent, so you would get a response from them quite quickly once they visit.
