ParkingEye ticket / receipt

Hello, I'm starting a new threat as I'm running out of ideas on how to avoid paying for parking... that I have paid for.
Making the story short: couple of weeks ago I parked in one of the ParkingEye car parks in Liverpool. On that day, I remember vividly (as I was moving into my new flat), I was prepared, had lots of change specially for the parking. I printed out the ticket, which clearly states "time 13.43 expiry time 18". I still have it as a proof. I entered the parking at 13.41 and left the at 17.51 (photos and times from their letter).
Yet, couple of days ago I received a fine stating I should pay 100 / 60 £ as I stayed there 4 hours and 9 minutes. Of course, I did appeal, attached the ticket ("expiry time 18") and made the mistake of telling them I'm a registered use. Yesterday, I received their e-mail back with magical "our record show that insufficient time was paid for". Is it only me or is something really wrong here? Should I care about the money (i paid 3.80, the machine was not clear on how many hours equals what time) or the expiry time on the ticket?
At the moment, 100 £ is quite a lot of money for me. English is not my first language and I find it a bit hard to write a successful POPLA appeal.
Can anyone help me with my case? I would appreciate it so so much and I also have a feeling this is not a lost battle.

    The NEWBIES FAQ sticky, post #3 has ready written appeal points for you to copy and paste. Put them together, make sure they make sense in the context of your case, and let us see what you've put together. But do read them through first and amend as necessary. Don't blindly c&p!

    Not sure what you mean. Did you identify the driver to PE?
    Should I care about the money (i paid 3.80, the machine was not clear on how many hours equals what time) or the expiry time on the ticket?
    Do you have a photo of the tariff board, or signage in the car park indicating any tariff?

    Or perhaps was it a system where you had to input your vehicle's registration number (VRM) as well as your money?

    If you haven't got photos, can you get them, because they could be key to unravelling this.

    Did it say exactly "18" or were there some minutes? Did the car park not require payment after 18.00? In any event 13.43 plus 4 hours is 17.43 not "18" If you left at 17.52 by the PC's admission you could invoke Grace Periods.

    I know, this doesn't make any sense. It clearly says "expiry time 18" without any minutes. I thought that was because it stops charging at 18. Not right, it as 24-hour charge car park.
    At the moment, (I checked it yesterday) the display on parking machine is new, it says up to 4 hours 4.50 £
    The whole situation is so unclear to me... I was prepared to pay 10 £ for that parking, but as soon as the receipt has shown expiry time 18 I thought I had every right to stay there up till 6.

    This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.

    Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

    Hospital car parks and residential complex tickets have been especially mentioned.

    The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.

    and complain in the most robust terms to your MP. With a fair wind they will be out of business by Christmas.

    I think that argument might well win at POPLA. ''18'' can only be read to be 1800 hrs, = 6pm. Embed a copy image of that ticket into your first appeal point on your word document.

    It will be a long appeal once you have added the usual POPLA template points about:

    - 'no landowner authority',
    - 'unclear signs' and
    - 'ANPR ICO surveillance camera breach' (find an example by searching this forum for 'guinea pig ICO ANPR')!
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    I agree with c-m but would further add the "18" point as your first appeal point as it should win on that alone.

    But please do come back with the result of your appeal.
