Can I complain about this estate agent?

There's a small piece of land that's been up for sale for at least 4 years and now that me and my partner are in a decent financial situation, we're considering buying and developing on this land if the numbers add up. All I'm trying to get from the agent is the guide asking price and a copy of the site survey report.
Now I've checked the schedule on the estate agent's website and the agent listed to deal with that property no longer works for them. Hasn't done for the better part of a year apparently and the schedule still isn't updated. Called their office 4 times, 4 times I got "we'll call you back" or "we'll send you the information across" etc. A month later, I'm still waiting.
Called again today and all I got was"oh, it's under offer and we can't take instruction on it". I said it's not sold so you can at least give me the asking or guide price and I got the "we'll call you back" chat again.
I've never seen an estate agent so reluctant to try and sell a property they've been advertising for years. Is something underhanded going on because a closing date has now appeared on the billboard?

I guess if I was the client, I'd be pretty upset that my agent isn't pursuing all lines of interest to get it sold, it's been listed for a good number of years now.
I just thought estate agents have to act in the interest of the client and offer the information to prospective buyers when requested. Not ignore them and try to get off the phone as quickly as possible.0 -

You can get the property owner's address from the land registry and contact them directly.Note: Unless otherwise stated, my property related posts refer to England & Wales. Please make sure you state if you are discussing Scotland or elsewhere as laws differ.0
