Silverstone Rally Experiences cancelled for the whole of 2018

Had this booked for 22 June and just received an email saying the rally course is being dug up and won't be in use again until 2019 and to ring and discuss upgrade options.
I have no interest in ANY of their other cars or circuit, I only wanted rally. I went specifically to the Silverstone website to book their exact rally experience and circuit but they will only offer an upgrade to a super car. Refund is refused. (They all sounded a bit shaky, I guess they've had to deal with this all day)
This is in their T&Cs:
Silverstone reserves the right to make changes to your experience, or to the vehicles used, or to the circuit used (including, without limit, relevant dates and times).
Is it just tough luck to me?
I paid for the cancellation insurance but that just covers unforeseen circumstances.

Refund refused??? That doesn't sound right. If they can't offer the service you booked they should offer a refund.0

I am building my case.....
They announced this building project in the press on 8 March:

Then took my money on 12th March.
These are their reasons for cancelling : but due to construction work taking place around the circuit, including the relocation of the water supply tanks and debris in the area surrounding the Rally & 4x4 stage, the track will not be in a suitable, or safe, condition for you to take your experience this year.0
