ipaq 6915 is there an alternative?

I'm more than a bit of a 'techie thickie', so i will be more than grateful for the advice I will hopefully get from this post. Thanks in advance.

I'm interested in buying a sat nav to travel to Spain. Once there I would like to keep in touch with home via email, and do a bit of www surfing.
Baring in mind that a sat nav is roughly £150 (with Euro maps), i looked at the ipaq 6915 and thought this would be a better option for a few extra pounds.
Not only would it do the above, but wuld also be a phone.

So now i've bored you with the reasons why, i'd like to ask the following.

Is there a better alternative?
Can i use the ipaqfor wifi surfing free of charge at hotspots, or do I need to pay my sim card provider?
Am I right in thinking that I can just put my sim card in the ipaq and it will work as a mobile phone?
