Towel rail running cost - CH vs Element

Assuming that the gas Central Heating side is off and only the Hot Water side is active, heating the bathroom towel rail on its circuit via the HW cylinder, is it cheaper to run the towel rail that way or to fit an element into same towel rail for summer use? Don't actually need the HE- just on to heat the rail.

Probably using an electric element. They're only a few hundred watts, so will cost a few £ a week to run even if on all the time.A kind word lasts a minute, a skelped erse is sair for a day.0
