Mobile Voip abroad?

I've tried this on the mobile thread, without response and wondered if I could get the help here.
I can use VOIP on my phone although I currently haven't got any service, would that be possible from Spain, also will it be possible to connect my phone to the internet. I'm thinking WIFI should be OK?
